What is a PCT? The New NHS has two major elements: Primary Care Groups (PCTs),
which deliver the new service, and the various administrative organisations
that monitor and guide their progress. A PCT is defined as a group of GP
practices covering a specific geographical area, which works with agencies
including Social Services to provide health and social care to the local
population. A typical PCT has 12-14 practices, 100,000 patients and a budget of
around £55-60M. The budget purchases all hospital and community services,
covers prescribing costs and maintains and develops primary care. The work of a
PCT is managed through its board, which consists of up to seven GPs elected by
the other GPs and two nurses, elected by the nurses. There is also a social
services representative, a non-executive appointed from the Health Authority
and a lay representative who is appointed after interview. The 13th member is
the most important -the Chief Executive who is the only member to work full
time for the PCT.
Functions of a PCT

Secure the public health of the community.

Inform and contribute to the local health improvement plan.

Develop and support primary care. * Reduce variation in the provision of
primary care services.

Improve clinical standards through clinical governance.

Commission effective and high quality services.

Monitoring of service agreements agreed with providers.

Coordination and integration of service delivery with social services and other
local government agencies.

Liaison with the public, to inform the delivery of appropriate services.

Integration of primary and community health services.
PCTs & Pharmaceutical Sales
PCTs are very important to the Pharmaceutical Industry because they set the
guidelines determining what is prescribed by GPs in their designated
geographical area. In extreme cases PCTs have the power to make or break a
Medical Representative's patch by excluding their particular product from their
list of approved drugs.
